The framers of the Constitution were very concerned with creating an effective system of government. Yet, whenever crises loom, critics charge that the U.S. government is too cumbersome and too filled with checks on power to promote effective action. Do the protests that are going on around the country reveal our constitutional government’s effectiveness or its lack of effectiveness? Are there ways in which we benefit from the government’s occasional lack of efficiency?

Chapter 2:
1. 2. Describe and analyze the conflicts and compromises that occurred during the drafting of the Constitution. What was the main source of conflict between large and small states, and how did the Great Compromise resolve it? What was the nature of the conflict regarding slavery during the Philadelphia Convention? How did the Three-Fifths Compromise address this conflict?
3. The separation of powers and federalism are two key features of the Constitution. Discuss why the Founders chose to include these institutional arrangements in the Constitution and how they function. In your answer, be sure to define what is meant by the separation of powers and federalism and to describe how each function in the American political system.
Chapter 3:
4. The full faith and credit clause has been at the heart of controversies about marriage equality throughout American history. Explain the role of the full faith and credit clause in marriage debates by defining what the clause requires of states and whether the state and federal governments have always fulfilled this requirement. In particular, discuss the 1996 Defense of Marriage Act and the Supreme Court’s decision in Obergefell v. Hodges (2015).
5. How does the U.S. Constitution allocate power among the state and national governments? What are some of the ways in which the national government regulates the power of the states? How can federal officials enforce national standards? What are some of the downsides of having the federal government set national standards?
